Both are manufacturer-issued instructions to dealers, but recalls and technical service bulletins (TSBs) serve different purposes and have different urgency.

## Recalls

A recall is a mandatory fix for a safety or emissions defect affecting multiple vehicles. The NHTSA oversees recalls; manufacturers must notify owners and fix the problem for **free** regardless of warranty status or mileage. You should respond promptly-safety is the point.

## TSBs (Technical Service Bulletins)
